Estimation of Costs and Revenues Involved In Job Creation Bills

Experts and policy-makers formed overall consensus over unemployment, which is critical social problem as the sign of impending disaster. It also should be placed top priority on the government to solve it. With appropriate recognition for the unem-ployment problem, Special Committee on Job Creation of National Assembly has proposed bills in order to encourage job creation potential.

    This paper estimates costs and revenues involved in those bills: estimated costs amount to 2.6 trillion won in 2011 and 13.8 trillion won in total over the period 2011 to 2015, whereas revenues are around 0.1 billion won for the next 5 years. This paper also reveals such underlying weaknesses in those bills that financing schemes to cover the costs involved were not appropriately considered and a financial support for a certain social stratum could bring about discrimination against those work-ing-poor who might be excluded from the support.
