NABO initially published the report which is officially titled “NABO 2010 Econom-ic Outlook and Public Finance Analysis” on the ground that National Assembly can suggest direction of fiscal operation in an independent and active manner.
Throughout this report, NABO supports the National Assembly to suggest how the national finance should be operated at the point of establishing National Fiscal Operation Plan by government and compiling budget proposal for the next year.
For liking mid-term fiscal operation to multi-year budget, introduction of pre-budget was sought out, which has been constantly proposed since NABO’s inaugu-ration in 2003.
Previous mid-term economic outlook (October 2009) should be revised by re-flecting change in recent domestic and foreign economic condition and perfor-mance indicators of 2009. Direction of national fiscal operation plan would be pre-sented by forecast of total revenue, total outlay, fiscal balance, national debt from 2010 to 2014.
